Yes, the same guy that owns Pic club owns this option. I think you can transfer money from person to person also. He took out the withdrawal option however. I know him personally so it's safe unless the feds grab him too.

No, u just can't use this as a withdrawel option from the casinos as u used to be able to. u can fund it from ur bank acct or a credit card which has to be okay'd by the site.
