Missouri announces 39 ‘test-run’ sports betting licensees

The state's regulator has issued a number of temporary licenses ahead of regulation in December.
The Missouri Gaming Commission (MGC) has unveiled a list of 39 temporarily licensed registrants for retail
and mobile sports wagering in the state ahead of the imminent opening of its local market.

Indeed, this latest update comes following an official email from an MGC spokesperson that specified the temporary
licenses will allow registered operators to test new systems, equipment and make and further necessary preparations to enter
the Missouri sports wagering market – which will go live on the 1 December.

The list of 39 authorized companies contains both operators – such as DraftKings, FanDuel, Fanatics, Caesars, Underdog,
Swish and more – whilst some licensees are listed for both their operator and supplier capabilities, such as bet365, Penn and BetMGM.

It has been a long road to regulation for Missouri’s retail and online Sports Betting marketplace – with a campaign to
legalize the practice in the state receiving over 340,000 signatures in Q2 2024. Following on from this, a Missouri judge
ruled in favour of a Sports Betting ballot amendment, getting the ball rolling on the legislation process.

Despite a tightly contested ballot, Missouri Sports Betting was narrowly approved for legal Sports Betting – with the ballot
passing a rate of 50.5% approval. The ballot received record funding of $43m, largely from DraftKings and FanDuel, however –
in its wake concerns were raised in the Kansas state market that legalization in Missouri could affect the neighbouring region.

Nevertheless, the launch date was set for the opening of the market for summer 2025 – with the launch later delayed in
February until August. Now, the market must open by December as per the legal requirements of the ballot.
