Iowa has different laws than in many other states. Voters in Iowa are asked about continuing casino gambling every eight years. It is mandated that the questions appear on the ballot, although in most cases, the voters keep the status quo.
Isle of Capri is one of the companies that offers casino gambling in Iowa. Every eight years, the company spends money to ensure that voters do not overturn their previous decision. It is money that is considered part of the operation of the casinos. Scott County, where Isle of Capri operates two casinos, voted overwhelmingly in favor of keeping the casinos last time around.
