John Cullerton (D-Chicago) has introduced an Internet Gambling bill expansion which will be heard in the Senate Executive Committee Wednesday.
HB 4148 would allow wide open Internet gambling—poker, keno, scratch-off tickets, casino games—which would be decided by rule making after the legislation is passed.

Anyone 21 and older could set up an account and gamble in Illinois or anywhere in the world. Gambling would be accessible in homes, offices or from computers or cell phones.

If enacted, newly amended House Bill 4148 would establish the Illinois Lottery as a monopoly operator of internet gambling and poker within the state.
HB 4148 would authorize the DOL to create a Division of Internet Gaming. The new Division would receive considerable discretion to decide the rules for internet gambling in Illinois.

More importantly he Division of Internet Gaming is the only entity that would be authorized to operate internet gambling in Illinois.

Senator Cullerton wants to pass this legislation during the Spring session, which ends on May 31. There are huge hurdles in the way of this bill such as currant land based casino operators in the state since this
bill if passed would keep them out of the state internet gambling period! Monopolies are never good I hope this does not pass!!

In Illinois, the state’s May 31 procedural deadline for approving its online gambling legislation came and went without any action taken. Senate president John Cullerton, the internet gambling bill’s chief sponsor, reportedly pulled the legislation off the docket in the belief that there wasn’t enough support to ensure passage this time around. The usual suspects – horseracing and land-based casino operators – are no doubt proud of themselves this morning, but their joy will be short-lived. Illinois pols passed other legislation allowing the construction of four new land-based casinos and the installation of slot machines at state racetracks, but the bills weren’t passed by veto-proof margins in either legislative body, and Gov. Pat Quinn told reporters on Friday he was inking up his veto pen.
